The Terminal Coordinator is the Deputy Operations Lead at the Barcarena LNG Terminals respectively and is the local representative of NFE to manage activities with regards to the operations and maintenance of the facility.

The Terminal Coordinator will be the backup point of contact and backup link between FSRU and the customer to which the gas is being supplied. He or she will ensure that customer’s demands are being met by the LNG Terminal within the boundaries of the TCP between the FSRU and NFE as well as from the signed contractual agreement between NFE and Customer.

The Terminal Coordinator will be primarily responsible for all operations, maintenance, repair, NFE personnel and safety for the LNG Terminal. This includes both the Onshore Metering Station, the Offshore Jetty and all the equipment which constitutes the complete Terminal and the FSRU. Responsibilities include oversight of all technical aspects of maintaining operational integrity and reliability of the facility in order to ensure that commercial requirements remain fulfilled.

The Terminal Coordinator will be responsible for the Technical and Contractual Management of the FSRU Chartering (BBC) and Services (OSA) contracts, the LNG Supply Contracts (SPA and MSPAs), and all contracts related to the LNG Terminal operations, such as Chartering and Service of Tugs, Personnel Transport Boat, Oil Spill Response and Recovery Services, Weather Forecasting, Mooring Master, Customs Ullage and Independent Cargo Surveyor… and any other support and services contracts for the Port, Ship-to-Ship (STS) and Maritime Operations of the LNG Terminal.

In order for the Company to maintain an operating schedule of 24 hours 7 days per week, you will be required to be available to work during shifts that fall within the Company’s operating hours, which includes weekends. The days and hours of your shift will be determined based on the Company’s business needs. You are expected to work additional hours beyond the normal weekly hours as necessary to meet the needs of the business. Primary reporting is to the Operations Manager – Brazil.

Atividades 

  • Operations and Logistics lead on the Facility delegating duties to the Control Room Supervisor / Production Scheduler on the inventory management and scheduling of the supply, storage and use. Coordinating with the Maintenance and Technical Coordinator for the O&M of the Facility
  • Contribute to NFE HSSEQ performance by ensuring applicable HSSEQ standards are known and followed at all times, including the prompt reporting of any safety or environmental hazards or incidents. Set relevant HSSEQ goals for each team member to ensure their awareness and performance are maintained at a high level
  • Manage the daily interface with the FSRU Ship Managers and Crew, shore Operators and Customer for LNG Cargo loading and unloading, LNG regasification, and gas delivery including managing routine NFE Marine Terminal operations and the follow-up of the FSRU scheduled and non-scheduled maintenance. Manage activities and the operational interfaces between the Customer and FSRU for the Maintenance or testing windows on the LNG Terminal (FSRU and Marine Terminal). This also includes the coordination with port authorities and agents
  • Coordinate with NFE Senior Management and Analysts the Annual Delivery Plan and spot cargo requirements
  • Provide assurance that NFE operational procedures are followed in all Operational and Maintenance activities
  • Manage the creation and updates of the Operations Manual, Mutual Operations and O&M Procedures, Daily reports, etc.
  • The main point of contact during Emergency response responsible for the LNG Terminal and fulfill the role as stated in the NFE Emergency Response Management Plan with primary objective is the preservation of LIFE, secondary objective is the protection of ENVIRONMENT and third objective is to protect the PROPERTY
  • Operating budget development to include all maintenance activities, spare parts, capital expenditures, HSSEQ and personnel.
  • Support the Board on new business studies and optimization of NFE’s portfolio
  • Manage with internal and external stakeholders where required on design, engineering, construction and permitting compliance for operational excellence
  • Interact with government and control agencies regarding the Legal Compliance of the LNG Terminal
  • Negotiate with third party suppliers and vendors as necessary to ensure the best overall quality and service levels to NFE
  • Manage with SVP – Marine and Terminal Operations planned capital expenditures, provide design, engineering and mechanical input as required for the operation of the facility
  • Responsible for the Ship to Shore interface (including, but not limited to TPP, Gas Pipeline and Port Operators) and management of terminal LNG delivery scheduling, personnel and operators for the ship to shore interface and equipment
  • Manage with internal staff on meeting regulatory requirements, any statutory requirements and other goals and objectives set by NFE Senior Management that will be needed to operate the facility in a safe and efficient manner
  • Ensure that the highest safety standards are implemented and maintained for all personnel, machinery and equipment
  • Maintain regular communication with Senior Management as to the status of operations and work/repairs/upgrades that are underway
  • Hire and ensure all necessary training of local personnel and contractors in maintaining and optimizing the facility
  • Serve as the Deputy Port Facility Security Officer (DPFSO) for the LNG Terminal
  • Implement a monthly, weekly safety meeting as well as daily toolbox and coordination meetings to discuss upcoming tasks to ensure all persons involved are aware of their roles and responsibilities and provide an opportunity for individuals to participate and give feedback in an effort to improve safety and team spirit
  • Any other responsibilities as required by the company

Pré-requisitos

  • ISPS Certification as Port Security Supervisor Issued by CONPORTOS (required to TGS) preferable to the other terminals
  • Certificates of technical capacity that proves the suitability for performing the activities of a Port Operator, provided by two reputable entities linked to these activities (required to Barcarena) preferable to the other terminals
  • Knowledge of marine terminal, ship/shore interface management, ship operations, and cargo transfer operations
  • Knowledge on local legislation and regulatory demands applicable to our business, such as ANTAQ, ANP, Brazilian Navy, Customs, Immigration’s
  • Knowledge and understanding of HSSE concepts and management techniques, hazard identification and risk management;
  • Extensive (10+ years) operational experience with shore side facilities and/or operations onboard LNGCs and/or offshore oil & gas operations
  • Engineering or Logistics Bachelor degree, or Vessel Officer license as a Standard, however, University level education added to specific experience in the industry may be accepted
  • Language: fluent in English and Portuguese
