Head of Climate Action Planning – C40 Cities

Position Description

We are looking for an experienced individual to manage the delivery of a programme of technical assistance, guidance and training to C40 cities in Latin America to (a) build echnical capacity to develop ambitious and robust long-term climate action plans that are compatible with the ambitions of the Paris Agreement, and (b) identify mechanisms to facilitate better national and local integration of climate action.
The Head of Climate Action Planning Latin America will work with each city to develop the technical capacity, institutional processes and stakeholder engagement (including national government) to deliver transformative climate action. To achieve this, the Head of Climate Action Planning Latin America will work closely with, and manage, a team of 9 city advisers, one embedded in each C40 city and a group of expert consultants to provide high quality, tailored technical assistance to support locally led efforts across Latin America.
The ideal candidate will combine strong project management capabilities, excellent problem solving, analytics and communication skills with expertise in mitigation, adaptation and climate action planning and a solid understanding of cities and climate change.

Responsibilities:

Working closely with the Programme Director Measurement & Planning, Head of Adaptation Planning and the C40 Regional Director for Latin America, s/he will develop and implement a delivery strategy to support cities in setting evidence-based climate goals and develop ambitious and robust climate action plans that are compatible with the goals of the Paris Agreement. The four main areas of responsibility are to:

• Engage C40 cities to ensure their commitment and cooperation, and manage and maintain effective working relationships and communications with C40 cities;
• Deliver a varied technical assistance programme to help build capacity through: workshops, direct support, procurement of consultancy services and facilitation of peer-to-peer exchange;
• Facilitate better national and local integration of climate action;
• Develop high quality data outputs for C40 cities, C40 staff and partner organisations, including analysis and reports to yield insight and demonstrate thought leadership;
• Management of up to 9 city advisers and a project support officer.

Person Specification:

• Significant experience in government, business or NGO sectors with a focus on sustainability and/or climate change, and substantive experience working with or within municipal governments;
• Technical expertise in completing city-wide greenhouse gas emission inventories / scenarios, climate risk assessments and developing climate action plans;
• Excellent problem-solving, strategic thinking and analytical capabilities, with advanced MS Excel and data management skills;
• Line management experience;
• Demonstrable project, budget and people management experience, including working with third party delivery teams, and ability to manage multiple parallel tasks;
• Strong interpersonal, relationship building and written and verbal communication skills, combined with English and Spanish fluency (additional fluency in Portuguese preferred);
• Experience of developing and facilitating webinars and interactive and enquiry-based workshops;
• Experience working in Latin America and across different cultures, languages and time zones.
