Duties

Under the supervision of the LE Staff Senior HR Specialist, the incumbent administers the performance evaluation program countrywide for all 1011 LE Staff employees under the Local Compensation Plan (LCP). Coordinates all aspects of the program to include: providing technical information and guidance to management, supervisors, and employees on performance management; preparing annual documentation to be sent to supervisors, checks and validates the eligibility for Within Grade Increases (WGIs) and ensures that Mission Employee Performance Reports (EPRs) are submitted in a timely manner. The incumbent also generates HR monthly performance reports including monthly statistical data for Mission staff. Provides administrative support to the HR team, specifically the S/HRO and D/HRO.

Qualifications and Evaluations

  • EXPERIENCE: Progressively responsible experience in an administrative management capacity required;
  • JOB KNOWLEDGE: Work knowledge of general office management practices and procedures to include filing systems and management controls. Knowledge of the local environment including the name and number of foreign missions represented in host country and applicable cultural and representational practices;
  • Education Requirements:A minimum of two years of college or university studies required;
  • LANGUAGE (This may be tested): Level IV – Fluent (reading/writing/speaking) in English is required; Level IV – Fluent (reading/writing/speaking) in Portuguese is required;
  • SKILLS AND ABILITIES (This may be tested):Strong communication and customer service skills are integral to the position, must have the ability to interact with a wide range of individuals at all levels. Strong excel, and technical skills are a must. Strong judgment skills and the ability to maintain confidentiality when dealing with critical and discretionary information and records is necessary.  Ability to organize workload and apply time management skills, must be able to draft correspondence both in English and Portuguese. Ability to manage own portfolio, with minimal supervision, must be able to present effectively to the HR Officers and relevant recipients. Ability to operate office equipment including computer and supporting word processing, advanced spreadsheets, databases, Microsoft Office Suite (Word/Excel/Outlook/PowerPoint etc.) Typing Level II (30-59wpm).

Benefits:
Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Brasilia may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
