Background & Rationale
Under the guidance of the Communication Specialist and the Emergency Manager, and overall supervision of the Chief of Communication and Partnerships, as well as in close cooperation with the programme areas (Health, Education, Child Protection, Adolescents), the individual contractor will support the implementation of Community Engagement, Communication with Communities and Communication for Development activities in the context of UNICEF’s response to the migrant crisis in the northern region of Brazil, with a special focus on the state of Roraima.
The individual contractor will work to promote a coordinated communication process, social mobilization and community engagement efforts that cut across and support UNICEF programmes in the areas of nutrition, health, education and child protection, addressing the related behavioural risks, in dialogue with the main actors involved in the humanitarian actions.

S/He will work closely with partners to:
- Coordinate intersectoral work with UNICEF programmes (health, education, protection and water, sanitation and hygiene) to define key messages and strategies to engage the affected population.
- Facilitate systematic access to life-saving information and promote behaviours such as healthy nutrition as well as others that are crucial to prevent waterborne and other communicable diseases.
- Mobilise governmental and civil society organisations to promote and disseminate UNICEF’s messages on healthy behaviours.
- Promote coordination of services and messages, in dialogue with federal, state and municipal government teams, civil society and other actors present in humanitarian work.
- Provide information on how to access education and health public services, as well as promote protective behaviour among children and adolescents.
- Support the training of public servants in the provision of quality services and the search for consistent demand.

- Support and propose multi-media and integrated campaigns to promote healthy behaviours and practices.
- Facilitate adolescents’ participation in activities to encourage other adolescents to adopt healthy behaviors and to facilitate their participation in the promotion of healthy behavior among the overall migrant population.
- Prevent xenophobia and discrimination by engaging and promoting intercultural dialogue among Venezuelans and Brazilian adolescents.
- Guarantee participation of the affected population through the establishment of mechanisms for feedback on the quality and relevance of services.
The individual contractor will also be in charge of developing communication strategies and material to influence the attitudes and behavior of the targeted population.
Main activities:
Support to strategy design and development of C4D activities:
- Develop an integrated working plan with UNICEF programmes sectors.
- Collect and synthesize qualitative and quantitative information and data to support the establishment of comprehensive and evidence-based communication and community engagement activities.
- Recommend and develop appropriate information and materials for community engagement initiatives.
- Use digital platforms to create communities of migrants for exchange of information and to promote participation and dissemination of positive behaviours.
- Organize and coordinate capacity building initiatives to improve provision of health, education and protection services and to promote organized actions among partners.
- Establish initiatives to promote the participation and engagement of migrant adolescents in the decision-making process in their communities as well as to disseminate behaviour impact initiatives.
- Engage adolescents from migrant and host communities in intercultural dialogues to promote integration and prevent discriminatin and xenophobia.
- Put in place mechanisms to receive feedback from the affected community.
- Monitor and assess the impact of the implemented activities to achieve measureable behavioral and social change resulting in the improvement of children’s rights and wellbeing.
- Submit a qualitative report/synthesis of results for development planning and improvement.
Expected results and Deliverables
Result 1: Integrated workplan approved containing information on the main behavioral and communication contraints, bottlenecks and possilble communication channels.
Results 2: Sucessfully manage of programme implementation and create partnerships with implementing partners and other organizations.
Result 3: In close collaboration with programmes areas, organize at least two C4D workshops to build the capacity of implementing partners, local leaders and other organizations working on the ground.
Result 4: With support of a graphic designer, develop visual contents and materials – printout and digital – to impact behaviour of the affected population.
Result 5: Create a group of migrants adolescents to promote participation in decision making and as part of feedback mechanism.
Result 6: Engage at least 300 adolescents to subscribe to U-Report.
Result 7: Periodically organize focus groups and other mechanisms of feedback with target audiences to assess the efficiency of the C4D response.
Result 9: Monthly progress report detailing the activities carried out.
Result 10: Produce a six-months progress report detailing the C4D activities carried out and its results.

Key competences, technical background, and experience required
- A university degree in one of the following fields is required: social and behavioral science, social communication, sociology, anthropology, psychology, education, public relations or another relevant technical field.
- A minimum of two years of professional experience in one or more of the following areas is required: social development programme planning, communication for development, public advocacy, journalism or another related area.
- Knowledge on children’s rights issues, including the Convention of Rights of the Child and the Statute of the Child and the Adolescent.
- Proven ability to manage relationships with partners, including government counterparts, local communities, adolescents.
- Strong writing and communication skills
- Strong communication and collaboration skills with experience in consensus building and in motivating cross-functional teams to meet ambitious project goals and timelines is highly desirable
- Familiarity with emergency and/or developing country work experience is considered an asset
- Fluency in Spanish and Protuguese is required, as well as minimum working knowledge of English
- Relevant experience in a UN system agency or organization is considered as an asset
General Conditions: Procedures and Logistics
- UNICEF will provide the individual contractor all required core equipment and material for fulfilling his duty, including computer.
- Expenses related to these travels will be covered by UNICEF and paid to the Consultant as per UNICEF travel rules and regulations.
- No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
- Individual contractor will not have supervisory responsibilities or authority on UNICEF budget.
