Summary of Duties

Under the general direction of the Head of Mission (HOM), the MAO: A) Organizes and directs the Mission and the Common Services Program encompassing financial management, human resources, property and material, communications and administrative services; B) Advises the HOM and Program Managers on Departmental and Central Agency Policies, regulations and directives; C) Manages and controls the mission’s financial management plan in consultation with the HOM and Committee on Mission Management (CMM) as the Financial Officer; D) Coordinates and directs the mission’s communication and computer systems; E) Organizes and directs mission support services; F) Fosters and maintains liaison with other diplomatic mission representatives, appropriate local government authorities, and private sector contacts; G) Directly supervises three locally engaged staff: one Common Services Officer, one Common Service Assistant, and one Property Assistant; and H) Performs other related duties.

 

Area of selection/Eligibility

Essential Qualifications

Candidates will initially be screened based on the essential qualifications relating to education, experience and the required linguistic profile. Candidates will have to clearly demonstrate, in their covering letter (750 words maximum), the manner in which they meet these criteria by explaining clearly and concretely how they meet each criterion of the essential qualifications. Please note that it is not sufficient simply to assert that one meets the requirements or to list current responsibilities.

Education:

Bachelor degree in Administration, Business Administration, Finance, Human Resources, Labour Relations or a bachelor degree in a related field from a recognized institution.

Language:

  • Fluency in Portuguese (oral and written)
  • Fluency in English and/or French (oral and written)

Experience:

  • Experience working in a corporate services environment within a private company, a government office, a diplomatic mission and/or an international governmental organization;
  • Demonstrated experience in providing hands-on expertise and leadership for a combination of administrative service functions, including finance, contracting, human resources, real property and information management and technology for a minimum of 5 years;
  • Demonstrated experience managing large, complex projects; and
  • Demonstrated experience in effectively supervising staff for a minimum of 5 years.

Rated Requirements:

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:

  • General knowledge of local, state, and/or federal laws related to property and human resources;
  • General knowledge of information technology, contracting and property especially as the knowledge relates to efficient project management; and
  • Excellent knowledge of business practices, organizational design and implementation, internal monitoring and reporting and finance.

Asset Qualifications

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

  • Proficiency in both English and French (oral and written)
  • Masters degree in Public Administration or a Master of Business Administration
  • Possession of a valid driver’s licence

 Operational Requirements

Ability to travel to Canada and elsewhere within the Brazil. Exposure to stress due to high volumes of work, frequent interruptions and multiple demands. Must be able to work overtime on short notice. May be required to travel within Brazil on short notice.

 

Conditions of Employment

The appointment of the successful candidate will be subject to a Reliability Status Check (RS) obtained by Management. To conduct the Reliability Status Check (RS), the candidate must submit the following documents on being selected by the Mission: Police report certificate; Letter of recognition from your bank stating your name, years of client service and your address. Professional and educational certificates; Brazilian I.D. and/or Passport; Certificate of Canadian Citizenship (if applicable); Birth Certificate; 3 x Passport photos; Letter(s) of reference; Valid work permit (where applicable).
