Main purpose of job:

The UK Government’s £1.2bn Prosperity Fund aims to promote economic growth in developing countries. Brazil has been identified as a priority partner country and has up to £110 million of funding available across various programmes.

The British Mission in Brazil is seeking to hire a Programme Analyst to support the Prosperity Fund in Brazil to deliver its programmes. The Analyst will be working with all Prosperity Fund (PF) programmes in Brazil and will help the central PF team in administration and coordination of operations, being a point of information and support to all sector programme managers and leads.

 

The jobholder will provide top-level accurate administrative management and support to financial management for a strategic portfolio, working closely with the Head and Deputy Head of the Prosperity Fund in Brazil, the Finance Manager and sector programmes. The jobholder will report directly to the Deputy Head of the Prosperity Fund in Brazil. The jobholder must have excellent organisation and communication skills; knowledge of programme management as well as information management.

This is an exciting and challenging opportunity for the successful candidate to be part of a high profile and strategic UK Government development initiative to improve economic development, reduce poverty and foster deeper relations between the UK and Brazil. The successful candidate will be based in Brasília and be part of a worldwide network of 230 Posts representing British prosperity, security, and consular interests overseas. Roles and responsibilities / what will the jobholder be expected to achieve:

 

The cross-government Prosperity Fund (PF) was established under the 2015 Strategic Defence and Security Review (SDSR) with the primary aim of supporting growth in recipient countries and thereby reducing poverty. As such, it represents a key component of the prosperity pillar of the UK Aid Strategy. But the Fund uniquely focuses on promoting growth in ODA-eligible middle income countries, which are home to around 60% of the world’s poor and where the development challenges remain significant, but at the same time are important business partners and drivers of prosperity. By delivering high impact, strategic multi-year programmes, across high opportunity countries, regions and sectors, the Fund will help create opportunities for mutual prosperity, that being for international business, including UK companies. As the UK leaves the EU, an even more outward-looking global Britain investing and trading with the fastest growing markets will become increasingly important.

 

We are looking for an energetic and pro-active individual with a keen understanding of operations, administration and programme management. The successful candidate must be enthusiastic about development programmes, gender & social inclusion, poverty reduction and excited about contribution to impact.

 

Main Duties:

  • Prosperity Fund Operations:
    • Manage storage of crucial information for all programmes, ensuring all programme teams follow standard recording procedures and that programmes’ information (such as contracts, reports and co-related documents) are maintained and easily accessible; and that we are maximising effective use of our information.
    • Be Secretariat for the Prosperity Fund Board meetings and other relevant team meetings, by organising and scheduling the meetings, keeping a proactive updated sequencing, liaising with several stakeholders to ensure participation, sending agendas in time ahead of meetings, ensuring Board papers are commissioned, ready and communicated in a timely manner to relevant Board members, and creating minutes and follow up on actions from Board meetings.
    • Support with the preparation of Prosperity Fund reporting documents and presentations.
    • Manage Prosperity Fund Calendar of deliverables and events;
    • Prepare dashboards to PF Board meetings and collate monthly/quarterly/annually programme reporting information;
    • Extract information from Prospero and collate information from sector teams related to programme monitoring, such as risks.
    • Support with development of standard communication materials for the Prosperity Fund;
    • Support with the preparation for programme Annual Reviews and Evaluations.
  • Finance and Procurement Support:
    • Support the Finance Manager to monitor and control programmes finances centrally.
    • Collate monthly financial information from programmes to inform finance and operational meetings, also doing quality checks.
    • Act as a central financial hub for the sectors teams with tasks on inclusion of suppliers in payment systems and procurement of goods and services in line with FCO Procurement Guidelines.
    • Monitor, generate and input monthly financial reports in FCO’s financial systems (PRISM, OBIEE and others).

 

  • Support to Programme Delivery, Teams and Events:
    • Support sector teams in the implementation of activities by providing administrative guidance and support, when necessary;
    • Lead on the preparation and delivery of PF conferences and events.
    • Coordinate team L&D activities, assessing capability needs jointly with PF leadership.
  • Essential qualifications, skills, and experience:

    • A university degree in Business Administration, International Relations, Public Management or co-related areas.
    • At least 1 year of experience in administration or operations roles. Experience in delivering programmes is a plus.
    • Financial management skills.
    • Good interpersonal skills with a focus on customer service and relationship management.
    • Excellent written and spoken English and Portuguese.
    • Proficiency in Microsoft Office suite, particularly Word and Excel.

    Desirable qualifications, skills, and experience:

    • Experience in project management, particularly in PMO functions.
    • Experience in monitoring and developing financial reports.
