Organizational Setting

The consultant will be hired by FAO Angola, under the project UTF/ANG/059/ANG “The Smallholder Agriculture Development and Commercialization Project (SADCP). The project aims to strengthen capacity on Climate Change Adaptation (CCA) techniques through establishing and implement Farmer Field School (FFS) in Central and Southern Angola.

Reporting Lines
The Program officer reports to the FAO Representative (FAOR)

Technical Focus
The consultant will support implementation and monitoring of FAO portfolio with particular focus on project implementing FFS/APFS, providing technical support and ensuring a good implementation in line with result frameworks, work plans and approved budgets.
He/She will liaise with Government counterpart at national and provincial level, other UN agencies and NGOs.

Tasks and responsibilities

Program tasks

Support the FRANG Representative and Program Unit in ensuring portfolio management and regular monitoring, at technical and operational level, including update of FAO systems (FPMIS; IMIS, PIRES).
Support to the implementation of projects applying FFS/APFS in the field of Disaster Risk Reduction and Management (DRR/M), Climate Change Adaptation (CCA), and Natural resources Management (NRM) overseeing the logistical and operational actions required for the smooth implementation of activities and ensure the successful and timely implementation of FAO interventions
Directly support signature of project agreements, through direct liaison with government, donors and counterparts, and follow up approval process in FPMIS.
Support to handle day-to-day operational activities of FAO portfolio in Angola. This entails providing support in all aspects of project cycle management, i.e. project identification, formulation, appraisal and approval, implementation and monitoring, reporting and closure.
Liaise and cooperate with FAO technical units to ensure the technical compatibility of project proposals, technical quality in project activities (including technical specifications of agricultural/veterinary inputs) in collaboration with technical units in HQ and RAF/SFS
Support project coordinator in defining methodologies for measurement and monitoring of projects’ indicators and information sources, making sure a baseline is established for all indicators and establishing frequency for data collection and monitoring of indicators;

Other Tasks
Support FAO efforts with the GoA, UN agencies, Donors and NGOs in emergencies and DRM related to natural disasters and refugees, establishing baselines for food security monitoring (es. Integrated Food Security Scale Classification-IPC)
Liaise with other United Nation agencies, donors and south-south cooperation and represent FAO in technical meetings (PMG, DMT, etc)

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
Advanced university degree in agronomy or rural development;
At least 5 years of relevant experience in portfolio management in the field of disaster risk management and emergencies applying the FFS approach
Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese or Russian

Technical/Functional Skills
At least five years’ experience working in the agricultural sector in Angola or Central Africa;
Demonstrated previous experience working in projects applying the Farmer/pastoralist field school approach;
Knowledge of FAO’s project management systems

Selection Criteria
Level and relevance of project management and monitoring experience, and good knowledge of policy, institutional and cross-sector coordination issues related to DRM and NRM
Level and relevance of experience in project and programme development, including portfolio development;
Demonstrated knowledge of objectives and function of technical programmes as well as of FAO and UN operational guidelines and procedures;
Demonstrated ability to establish good working relationship and team spirit both inside the Organization and with external partners such as government officers, UN partners, donors or NGOs;
Strong language and writing skills in English or French
Able to work under pressure and adapt to an evolving and complex context and within multidisciplinary and different cultural background teams;
Support to budget and operation management using FAO databases (FPMIS; IMIS; PIRES )
Experience with multiple UN agencies and donors

Additional Selection Criteria
Knowledge of Portuguese is an asset.
