The U.S. Mission in Brasília is seeking eligible and qualified applicants for the position of Project Management Specialist (Environment) in the United States Agency for International Development (USAID).

Basic Function of Position

This position serves as the senior technical advisor for the Partnership for the Conservation of Amazon Biodiversity, which implements $10 million of activities annually and covers an extensive and complex geographic area. S/he is responsible for direct management of activities and provides advice to projects related to forestry, biodiversity conservation, sustainable natural resource management, sustainable value chains. S/he is the main USAID/Brazil focal point for environmental compliance. USAID/Brazil works jointly with the Government of Brazil, partners with local NGOs, as well as through innovative partnerships to increase sustainable and responsible investing.

 Qualifications Required

Note: Applicants must address each required qualification listed below with specific and comprehensive information supporting each item.   1. Education: University degree in environmental studies, forestry, development, biodiversity conservation, Natural Resource management, or related, is required.
  2. Experience: Progressively responsible professional environmental conservation work in development-related positions is required. Experience working on Amazon issues including engagement with indigenous communities, civil society, the government, and the private sector is required. Experience with project management, coordination and/or team management is also required.
  3. Language:
    • Level 4 (Fluent) Speaking/Reading/Writing of English is required.
    • Level 4 (Fluent) Working Knowledge) Speaking/Reading/Writing of Portuguese is required
  4. Skills and Abilities:
    • Strong computer skills, including word-processing, spreadsheets, and PowerPoint are required, as well as basic knowledge of geographic information systems (GIS) is required.
    • Ability to obtain, analyze and evaluate complex data and information and to prepare precise and accurate factual and analytical reports is required.
    • Ability to both give and receive feedback, advice, and constructive criticism with objectivity and professionally is required.
    • Strong interpersonal, communication and teamwork skills are required.

Additional Selection Criteria:

  1. Management may consider the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status.
  2. Current OR employees serving a probationary period are not eligible to apply.  Current OR employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report (EPR) are not eligible to apply.
  3. Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.
  4. The candidate must be able to obtain and hold the following: local security certification.
  5. Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have at least one year remaining on their sponsor’s tour of duty to be considered eligible to apply for this position.
