Technical Focus:

The goal of the REDESER project is to interrupt and reverse the desertification process through actions to address the growing causes of soil degradation and biodiversity loss in Areas at Risk of Desertification (ARD) with action focused on (but not limited to) areas in the states of Bahia, Paraíba, Rio Grande do Norte, Ceará and Alagoas.

The Project’s actions are structured into five complementary components:

1) To promote the Integrated Management of Natural Resources in the productive landscapes of the ARD; (2) To promote forest management for multiple uses, through the adoption and expansion of Sustainable Forest Management among the local farmers in the ARD; 3) Forest and Restoration of Landscapes so as to contribute to the economies of the communities and the conservation of biological diversity; (4) Knowledge Management, capacity-building and awareness-raising targeting the communities and institutions involved in environmental licensing processes; and 5) Coordination with other agencies, monitoring and evaluation.

Under the global supervision of the FAO Representative in Brazil, the National Project Director (NPD), and the Lead Technical Officer (LTO) at FAO, and the direct supervision of the Technical Project Coordinator (TPC), the Awareness-Raising and Capacity-Building Specialist will be responsible for the implementation, follow-up and monitoring of Component 4 of the project. The Awareness-Raising and Capacity-Building Specialist will be responsible, together with the TPC, for the global and annual planning of Component 4, for the preparation of terms of reference, the monitoring of contracts, and the coordination and technical supervision of all activities related to this component.

Tasks and responsibilities:

Management of Component 4

  • Exclusively act in the Coordination of Component 4 of the REDESER project;
  • Collect, compile and provide the data and information necessary for the integration of annual Work Plans and Budgets (AWP/B), co-financing budgets, and quarterly timelines at the micro-regions of the Project (MRs), specifically in the actions related to Component 4 of the project;
  • Prepare and monitor the annual Work Plan and budgets for Component 4;
  • Coordinate and keep records of project planning and evaluation meetings (Component 4);
  • Prepare a plan for the capacity-building, training and awareness-raising activities of the Redeser project, to be implemented throughout its duration. This plan should be developed together with the other project coordinators and partners;
  • Contribute for the implementation of the monitoring and evaluation system (M&E) of the project, including the preparation of the biannual Project Progress Reports (PPRs) and the Annual Project Implementation Review (PIR).
  • Support the Technical Project Coordinator in the preparation of technical reports, and in the planning and monitoring of evaluation missions, whenever necessary;
  • Monitor and evaluate the activities and expected results related to the project’s partners, in accordance with the letters of agreement and official commitments undertaken (component 4);
  • Provide technical inputs on risks that may arise during the implementation of component 4, and to propose the mitigation measures necessary to reduce their impact, with the prompt communication of the adoption of these measures (should they be necessary) to the General Project Coordinator, so as to avoid delays in the implementation of the project;
  • Collaborate with the Technical Project Coordinator and the other Component Coordinators (components 1 and 3) in their areas of expertise, as considered necessary;
  • Support the development and implementation of the Redeser Information System, for the management of the project;
  • Participate in periodic Project Management Unit meetings.

Coordination and implementation of Component 4

  • Guarantee the proper implementation of the activities foreseen in the Work Plans and Budgets for Component 4 by contributing with technical/methodological inputs and Project management tools;
  • Coordinate field activities to deliver the expected results and products related to Component 4 as described in Annex 1 of the Project Document;
  • Promote communication and information exchange channels between the project and government institutions, municipal and agricultural authorities, producer organizations and other partners;
  • Support the Technical Project Coordinator and the other project coordinators in all activities related to capacity-building, including in the designing of appropriate materials, evaluation tools, and in the research and dissemination of relevant information, always adopting a gender-sensitive approach;
  • Elaborate a “needs and priorities matrix” for capacity-building, and an awareness-raising and communication strategy to promote the Integrated Management of Natural Resources, Sustainable Forest Management and Forest Restoration considering different stakeholders and target groups;
  • Develop and support the implementation of an awareness-raising and communication plan for Integrated Management of Natural Resources Sustainable Forest Management and Forest Restoration to be supported by the project. The plan should include, at least: (i) Target groups identified (actors); (ii) awareness-raising and communication methods for different stakeholders and target groups; (iii) activities and costs by project budget and by co-financer; (iv) roles and responsibilities of the institutions involved in the implementation of the plan; and (v) targets and baseline for analyzing the results;
  • Elaborate communication materials, such as leaflets and folders, that should receive technical contributions from professionals in the Project Management Unit, the Ministry of the Environment, and other partner institutions, as applicable; and to collaborate in the elaboration of technical manuals that will provide the appropriate language and style to be adopted for the different interest groups;
  • Promote awareness-raising campaigns with policy-makers, Project managers, partners and beneficiaries, in order to reinforce principles, concepts, and practices, such as Integrated Natural Resource Management, Sustainable Forest Management, Forest Restoration in the Brazilian Caatinga, Sustainable Land Management (SLM), Land Degradation Neutrality (LDN), and concepts and practices recommended by the United Nations Convention to Combat Desertification (UNCCD) and the National Policy to Combat Desertification and Mitigate the Effects of Drought (Law 1,3153/2015), among others;
  • Support the organization and implementation of capacity-building workshops on the Integrated Management of Natural Resources and Forest and Landscape Restoration (and other topics to be defined), in coordination with the other project experts;
  • Contribute to the design and implementation of the Redeser Project’s visual identity;
  • Follow-up on and monitor all contracts related to component 4 of the project, supporting the elaboration of terms of reference, quotations, hiring/bidding processes, technical evaluation of the products, and taking the necessary measures related to these contracts;
  • Carry out regular monitoring and field visits and to advise the parterner’s technical staff, when necessary;
  • Drive automotive vehicles to carry out Project activities, when necessary;

Minimum Requirements:

  • Undergraduate Degree in Journalism, Social Sciences, Communication, Pedagogy, or related areas.
  • At least 5 years of professional experience working with projects/activities related to capacity-building and awareness-raising in rural and/or environmental sectors;
  • At least 2 years of experience in the communication and dissemination of information on projects/programs or environmental/rural development institutions;
  • Brazilian Nationality
  • Advanced Portuguese and intermediate English are mandatory.

  • Proven experience in the coordination or participation of socio-environmental awareness-raising campaigns and the dissemination of content;
  • Proven experience in coordinating and developing communication and training materials;
  • Experience in the planning and coordination/implementation of training courses;
  • Experience in driving automotive vehicles long distance (in highways and dirt roads).

Additional Selection Criteria:

  • Ability to perform multidisciplinary teamwork and establish work relationships with government institutions, researchers, and civil society organizations is desirable;
  • Basic knowledge in programming/designer software (Adobe InDesign, etc.) is desirable.
  • Participation in gender-sensitive projects and/or activities is desirable;
  • Experience in monitoring and defining indicators, and in the research and monitoring of socio-cultural variables is desirable;
  • Experience in working with international cooperation projects is desirable;
  • Experience in project management and monitoring is desirable.
  • Availability for field work and travel.
