The Para System Project Management Specialist establishes guidelines and frameworks for project management methodology, best practices, and standards for TNC and partner-led projects under a multi-institutional platform approach to support the implementation of key workstreams in the landscape. S/he will facilitate the creation of a PMO facility for the Pará platform program that will provide capabilities to implement an Agile Project Management approach to the conservation work developed in Pará. S/he will design the key performance indicators (KPI´s), metrics, dashboards and governance structure of the PMO facility, in order to deliver maximum value against conservation priorities in the time and budget allowed, especially considering non-linear disruption and a theory of systemic transformation. In support to the Para Systems Director, s/he will coordinate the work with TNC’s conservation strategies in the landscape and regionally: Indigenous Peoples and Local Communities, Forests, Water Security and Sustainable Agriculture, and science, policy, marketing and additional competencies that may be required. S/he will be responsible to support the implementation of key elements of project management in the conservation work, such as budget management, deliverables, communication, risk management, scope definition and alignment with the core goals of the Para System landscape. S/he will be responsible to identify project management capacity building needs and to develop an implementation plan and budget for the Platform.
Responsibilities and scope:
- Through the PMO Facility ensures projects are designed and managed in an efficient, cost-effective and aligned manner, considering PM standards.
- Supports the Para System director to ensure the Landscape program is efficiently described, reported on and adaptively managed internally through the conservation hub.
- Support Project Managers within the landscape to apply APM skills.
- Gain cooperation from outside parties to accomplish PMO goals in the landscape.
- Provides coaching, mentoring, training, and oversight related to project management capabilities for PM´s inside and outside TNC.
- Develops project management standards, policies, procedures, and templates by means of project audits.
- Documents and shares key lessons and good practice.
- Ensures PMO compliance with internal policies and external requirements.
- Act independently and in supervisor’s stead, as needed; exercise independent judgment to identify and solve problems.
- Coordinate the work of cross-functional, cross-divisional teams towards a desired outcome.
- Demonstrate sensitivity in handling confidential information.
- Develop and implement new initiatives that will ensure department and organization-wide goals and strategies are achieved.
- Ensure programmatic commitments, Conservancy policies and procedures, financial standards, and legal requirements are met and managed for compliance; decisions may bind the organization financially or legally.
- Manage project budgets and assist with budget development related to strategic projects.
- Manage and implement multiple complex projects, including managing project teams, setting deadlines, and ensuring accountability.
- May manage or participate in complex negotiations.
- May supervise one or more administrative or professional staff, including training and professional development.
- Travel occasionally, working long and flexible hours as needed.
Qualifications:
Minimun qualifications:
BA/BS in law, engineer, economics, business or related degree and related experience in project management applied to large and complex projects.
- Completed coursework or other training in project management or a recognized professional certification in Project Management.
- Experience in managing diversified and complex workstreams and projects in a constant changing environment.
- Experience managing project teams and working with cross-functional staff.
- Experience managing scheduling and financial aspects of small to large projects that range from short to long term.
- Experience using project management techniques and tools such as Microsoft Project.
- Experience using Project Management tools, such as Microsoft Project, Clarizen, etc.
- Portuguese and English fluent verbal and written skills.
Desired qualifications:
- 5-8 years of professional experience, including proven experience effectively managing large and complex projects involving public, private or mixed funds with national and international resources.
- Well organized and self-directed; politically savvy and a team player.
- Good communicating skills both in writing and verbally.
- High energy, forward thinking, creative individual with high ethical standards.
- Experience supporting the negotiation of complex agreements.
- Experience in applied Agile Management skills.
- Knowledge of systems thinking and innovation.
- Supervisory experience.
- Completing tasks independently with respect to timeline(s).
- Ability to work with an integrated and collaborative approach with multidisciplinary teams.
- Graduate course in project management or a recognized professional certification in Project Management.
- Experience in implementing a Project Management Office within a public, non-governmental or private organization.
- Multi-lingual skills and multi-cultural or cross-cultural experience appreciated.
- Proven technical skills, analytical ability, good judgment, and strong operational focus. Demonstrated operational, implementation and detail-oriented perspective.
- Manages for leveraging across differences.
- Experience in applying and developing training programs.
- Certification in project management: PMP – Project Management Professional certification by the Project Management Institute – PMI or equivalent.
- Knowledge on environmental policies for the Amazon and Public Administration.
