Description

IOM, together with other United Nations agencies, local governments and the federal government, promotes better governance of these flows by supporting the most vulnerable migrants, promoting access to their rights and providing technical support and training to local actors and articulating actions with civil society.
The Regional Response to the Venezuelan influx has increased migrants and host community vulnerability to exploitation and abuse, including trafficking in persons, smuggling of migrants and GBV. In this context, it became necessary to have one staff dedicated to protection and assistance activities, as well as coordination with local and federal institutions to respond to these challenges and strengthen mechanisms to identify and assist vulnerable migrants.
Under the direct supervision of the Emergency Coordinator based in Boa Vista, RR, and general supervision of the IOM Brazil Chief of Mission, the selected candidate will be responsible for the coordination protection activities Roraima state, in response to the increased migratory flow that is currently developing on the border with Venezuela. In particular he/she will be responsible for:

Core Functions / Responsibilities

1. Coordinate the implementation of projects and activities related to migrant protection,
GBV and combat against trafficking in persons (TIP), in collaboration with IOM Brazil,
regional and HQ offices;
2. Evaluate protection needs and challenges, and prioritize actions and opportunities to
respond to protection gaps;
3. Provide support and guidance to the protection team in line with IOM guidelines in the
areas of protection in the emergency context of the Brazilian Response to the
Venezuelan influx;
4. Represent IOM in protection working groups, national platform for the Venezuelan response and related groups; as needed, lead the TIP working group and actions to
respond to protection needs of migrants;
5. Ensure protection aspects are included in IOM evaluations, as DTM, and coordinate its
analysis with IOM staff and protection partners;
6. Conduct protection assessments, plan and implement protection strategies – with a
particular focus on identification, interview and assistance and referral of victims of
trafficking and GBV – and strengthen standard operating procedure (SOPs);
7. Liaise and work in coordination with institutions involved in protection of migrants, as
local and federal governmental and non-governmental institutions, UN agencies, and
others;
8. Provide technical inputs to strengthen IOM national strategy to assist indigenous peoples
and provide guidance to sub-office staff working on indigenous issues related to the
humanitarian response to the Venezuelan influx;
9. Implement capacity building activities for counterparts and IOM colleagues, including
delivery of trainings;
10. Upon request, support donor’s monitoring and reporting process about protection
activities and prepare regular reports on protection activities, in accordance with IOM
data protection principles;
11. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

• University Degree in Social Sciences, International Relations, Public or Private
Administration, Law, Public Policy, Human Rights, Population Studies, Intercultural Studies or a related field from an accredited academic institution, with 3 years of relevant experience;
• Master degree in Social Sciences, International Relations, Public or Private
Administration, Law, Public Policy, Human Rights, Population Studies, Intercultural Studies or related areas, in Brazil or abroad from an accredited academic institution.

Experience

• Minimum 3 years of relevant work experience;
• Experience with protection and assistance of migrants;
• Experience in international organizations;
• Understanding of migration law, refugee law, TIP law and other related jurisprudence;
• Experience in working with migration and refuge, in either public or private sector,
international organizations or civil society;
• Attention to detail and ability to organize;
• Excellent computer skills – Word, Excel and Internet;
• Strong interpersonal and communication skills;
• Ability to work under pressure with minimum supervision.

Languages

  • Portuguese (Fluent) and English (Fluent);
  • Spanish (Advantageous).
