Description
The International Organization for Migration in Brazil is implementing various projects addressing the protection, assistance, and integration needs of migrants, refugees and other vulnerable populations in Brazil. IOM recognizes the importance of accurate and timely information to advise an adequate programming and to be accountable to affected populations, donors and governments. Under the direct supervision of the Coordinator of the Programme Support Unit and in close coordination with Project Coordinators, the successful candidate will contribute to Programme Support Unit´s activities related to the project development, reporting, monitoring, evaluation and knowledge management. In particular, the candidate will be responsible for Monitoring and Evaluation agenda of the Programme Support Unit and support the knowledge management for IOM Brazil. In performing these functions, the M&E and Learning Specialist will follow IOM’s Project Handbook, Risk Management Policy, the Monitoring and Evaluation policies, donor’s M&E and reporting requirements, and other related IOM and UN policies and guidelines.
Core Functions / Responsibilities
1. Support development of Monitoring and Evaluation plans and monitoring tools for IOM’s
interventions in Brazil that are coherent with the donor’s requirements and IOM policies
and guidelines;
2. Provide training and technical assistance to Project Coordinators for the implementation
of the Plan’s tools, SOPs, and data management systems;
3. Support data collection for monitoring, data management and project evaluations in
coordination with relevant IOM Units;
4. Communicate and disseminate findings, conclusions and recommendations from
monitoring and evaluation activities, and facilitate the preparation and follow up of
management response plans;
5. Support research, assessment and data analysis activities, including secondary data
reviews. Provide support with the design, development, and application of surveys;
6. Provide technical assistance during project development with formulation of the M&E
components and Risks and Accountability to Affected Populations following IOM’s
Project Handbook and M&E policies, particularly regarding risks, evaluation and
Accountability to Affected Populations;
7. Provide support to the Programme Support Unit´s activities related to reporting,
including support to extract good practices and lessons learnt from project and
programme reports;
8. Support development and operationalization of a knowledge management and learning
strategy for collecting, analyzing and summarizing knowledge and learning, and ensuring
the integration of knowledge and learning into ongoing and future programming;
9. Support Project Coordinators to better document and integrate knowledge and learning
in their daily activities through support in the development of appropriate tools,
guidance notes and trainings;
10. Organize and facilitate internal and external learning events and trainings;
11. Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
University degree in political or social sciences, public administration, business
administration, international relations, law or a related field from an accredited academic institution with two years of relevant professional experience. Master´s degree is of advantage.
Experience
- Strong drafting and writing skills in English;
- Strong interpersonal and problem-solving skills, analytical skills, excellent oral, presentation and written communication skills;
- Proved working experience with project monitoring, evaluation and knowledge management;
- Previous working experience with an international or national development or humanitarian organization or a non-governmental organization would be an advantage;
- Previous experience with data collection and analysis, survey applications would be an
advantage; - A good command of Excel and data collection software Power BI, Kobo Toolbox or equivalent is required;
- Attention to detail and ability to organize;
- Ability to work against tight deadlines.
Languages
- Required: English (Fluent);
- Advantageous: Portuguese and Spanish.
